Project Overview: To improve water governance and management issues in Pakistan to adapt to changing climate while ensuring environmental sustainability. The focus will be on collaboration and engagement with provinces, research initiatives, and media engagement.

Role Overview:

DAI seeks a driven and innovative Team Leader to provide technical leadership and in-country management for DAI’s WRAP project and staff in Pakistan. The Team Leader will coordinate and oversee the successful delivery of program outputs, serving as the principal in-country point of contact for the client (DFID), national and international partners, and stakeholders. The role involves establishing productive relationships with all parties, managing program staff, and ensuring compliance with established budgets, technical, and financial plans according to DAI and client guidelines.

Key Responsibilities:

  • Provide strategic direction and leadership for the project aimed at enhancing water governance and management in Pakistan.
  • Develop and implement a comprehensive project plan that aligns with the objective of climate adaptation and environmental sustainability.
  • Establish and maintain strong partnerships with government counterparts, including water commissions, regulatory authorities, and irrigation departments.
  • Foster collaboration and maintain strong relationships with provincial governments, ensuring their active participation and buy-in.
  •  Engage with key stakeholders, including policymakers, local communities, research institutions, and NGOs, to promote integrated water resource management practices.
  • Oversee the successful delivery of program outputs in alignment with project goals and timelines.
  • Serve as the principal in-country point of contact for DFID, program partners, and stakeholders.
  • Provide technical direction and review all aspects of the program, ensuring progress towards delivering outputs and outcomes.
  •    Manage the development, implementation, and management of the Catalytic Fund, supporting innovative solutions for water issues and climate-change-induced disasters.
  • Act as the primary liaison for DAI’s HMG Office staff, ensuring effective communication and collaboration.
  • Ensure compliance with project guidelines, donor requirements, and ethical standards in all activities.
  • Budget and Financial Management:
  • Take overall responsibility for implementing jointly established budget, technical, and financial plans.
  • Manage financial aspects, including monitoring and forecasting, risk management, and ensuring client satisfaction.
  • Provide leadership for monitoring, evaluation, and learning (MEL) activities across all WRAP components.
  • Develop MEL frameworks, tools, and systems to measure impact and capture lessons learned.
  • Conduct research to assess program effectiveness and identify areas for improvement.
  • Capture both qualitative and quantitative results to inform program management and donor reporting.

Requirements:

  • Relevant postgraduate qualification.
  • Minimum of 15 years of experience in developing and successfully delivering water governance and climate change programs in Pakistan.
  • Experience managing catalytic/innovation funds, particularly in climate change adaptation.
  • Experience working on FCDO (formerly DFID) projects, with familiarity with their procedures and reporting requirements.
  • Strong management experience, including leading diverse teams, overseeing budgets, and managing project timelines.
  • Proven ability to navigate complex stakeholder landscapes and build strong relationships with government entities, international organizations, civil society, and other relevant stakeholders.
  • Expertise:
  • Expertise in the political economy of water governance and climate change in Pakistan.
  • Governance expertise, specifically in catalytic/innovation funds and water resource management.
  • Ability to adapt to changing project needs and priorities while maintaining a focus on achieving overarching program objectives.
  • Excellent communication skills, both verbal and written, with the ability to convey complex concepts to diverse audiences.
  • Demonstrated ability to deliver results in challenging environments, with a focus on innovation, adaptation, and resilience in the face of climate change and water governance issues.
  • Knack for monitoring and research, with a keen eye for capturing both qualitative and quantitative results.
